Can Mayael place creatures on the field with a * power?

I use Mayael the Anima as the commander of my most recent EDH deck, and I recently saw a Rubblehulk So my question is, if I have 5 or more lands, could Mayael pull creatures with modular powers? Or does his power not "exist" until he hits the field?

Creatures with * power and/or toughness have their stats defined as such in all zones, even the library. Therefore, assuming you have 5+ lands, you could bring out a Rubblehulk. The only exception to this type of rule is a creature like Sewer Nemesis, which requires a choice to define its stats.
