Can i use Negate on something like Ghostblade Eidolon ?

Its both a creature and a non-creature (Enchantment) at the same time

So lets say my opponent casted Pharika, God of Affliction and having devotion of black and green less than 7,i can use negate on it?

"Non-creature" means "not a creature." It doesn't mean "having a type that isn't 'creature.'"
Something can't be both a creature and a noncreature. Either it has the type "creature" or it does not.
Now, the God cards are always enchantment creatures in all non-battlefield zones. The ability that causes them to not be creatures functions only on the battlefield. Therefore, God spells aren't legal targets for Negate.
If, however, you have a bestow spell that has been cast for its bestow cost, that spell is no longer a creature and may be targeted by Negate. A bestow creature cast as a creature, though, may not.

Oh,understood,if i may add an additional question since we're here,if my opponents spawn a 1/1 deathtouch token with Pharika, God of Affliction's skill,and in response,i use Utter End to exile Pharika,will the token be spawned?

Yes. Once on the stack, an ability exists independently of its source. Removing the source will not counter the ability.
Also, Magic cards have abilities. "Skill" is not a Magic term (apart from perhaps "player skill").

Depends if it was cast for its bestow or not.
If it was cast in "standalone" mode, you will not be able to counter it - the type line mentions creature, in addition to enchantment, so it is both at the same time. If there is anywhere on the type line mentioned "creature" you cannot counter it with Negate.
If it is was cast as a Bestow, you can counter it with negate, because it becomes an "enchantment - aura" and is no longer a creature.
