Can I Mission Briefing a Call to Mind?

This is in the context of a Mizzix of the Izmagnus deck. I cast a Call to Mind and fetch an instant or sorcery to my hand. Once this resolves, I Mission Briefing and target the resolved Call to Mind. My questions is can I flashback Call to Mind targeting itself?

No, unfortunately. When you cast Call to Mind using the effect from Mission Briefing, you move Call to Mind to the stack. It's no longer in the graveyard for you to target with itself. Not only that, but while it's on the stack, it can't target itself, because according to the rules:

113.4. A spell or ability on the stack is an illegal target for itself.
