Can i imprint a Lotus Bloom with Prototype Portal?

Also will i get the token on the turn I tap PP or will it suspend?

A card does what it says, no more and no less. Lotus Bloom is an artifact, so it can be imprinted on Prototype Portal. When you activate the Portal's ability you will pay (the CMC of a card with no mana cost is 0), and will put a token copy of Bloom onto the battlefield.

To be a little bit more clear - this is the difference between casting something and putting something on the battlefield.
To cast something means to put it onto the stack, pay costs, give your opponent a chance to respond, and then have it eventually resolve and, if it's a permanent spell, have it enter the battlefield from the stack.
When something is simply put onto the battlefield, you get to bypass all of this nonsense. You just take the card and put it on the battlefield from your hand.
Lotus Bloom does not have a mana cost, which means it cannot be cast (unless some effect gives it an alternate cost, like Fist of Suns, or allows you to cast it "without paying its mana cost", like Mind's Desire or its own suspend ability).
On the other hand, that does not stop you from getting it (or a copy) in play through other means, like, say, Reshape. In this case, like I mentioned before, you just take the card and put it onto the battlefield. Casting restrictions and similar things are ignored. You just take your Lotus Bloom token, slam it onto the battlefield and get it right away!
Notice that since Lotus Bloom does not have a cost, it has a converted mana cost of 0, so the in the activation cost of Prototype Portal will be

Yes, you can and yes, you will get the token immediately without any need to go through suspend shenanigans.
