can i have more than 100 cards in a commander deck if relentless rats is in it?

Relentless Rats says i can have as many as i want does that mean i can have more than 100 cards?

No. EDH decks are exactly 100 cards, including the general. Relentless Rats 's text allows you to use copies of it for as many of the 99 actual cards of your deck as you like, but you can't go over that limit. Why you would want to is beyond me.
