Can a fetch land fetch old dual lands?

i.e. Can I use a Marsh Flats to fetch a Scrubland, or a Polluted Delta to fetch an Underground Sea? (I've checked the subtype for old dual lands on StarCity and it says they have two (basic) land types, however a friend has told me this action is illegal due to the cards having no written subtype on itself.)

Yeah, your friend is very wrong. In the old versions, it says that it's affected by cards that would affect and basic land types. In the new online versions, it says both land types in the subtype. The oracle text also says that it has both subtypes, which always overrides what the card actually says, as there can be multiple versions of a card that are worded differently.
If in doubt, look it up on gatherer, and it will almost always tell you the answer.

Since original dual lands contain basic land subtypes (i.e. Plains, Island), you may search for them using fetch lands.

Your friend's wrong; you can totally search up a Scrubland with a Marsh Flats. Scrubland is a Swamp and a Plains, so it can be fetched with Marsh Flats.
The biggest reason that your friend is wrong is that they're assuming that the printed text is the final authority on what cards actually do; that's actually their Oracle text, which you can find by searching the card on Gatherer. If you search up Scrubland, for instance, the card's official rules text is, well, empty, while its official type line is "Land - Plains Swamp".
