Am i allowed to use Elbrus, the Binding Blade Flip in an U/R Commander deck?

This may seems a newbie and dumb question,still i've got some doubts about this because of in my U/R EDH then,even knowing that? Thanks in advance.
No, because withegar is black in color you are unable to use him in a deck that doesn't have black in its commanders colors.

204 Color Indicator
204.1 The color indicator is printed to the left of the type line directly below the illustration. It consists of a circular symbol filled in with one or more colors. A color indicator is usually found on nonland cards without a mana cost.
204.2 An object with a color indicator is each color denoted by that color indicator.

Wait really I wouldn't have this problem but still really I thought it would be ok because a dfc is only recognized by its sun face unless it is on field

Commander has a special rule in regards to 'color identity', which every color that is on that card. For instance, if a green card had an ability that cost a red mana to activate, that card is also considered a red card for the purposes of commander. Thus, is considered a black card in addition to being a colorless card, so far as a commander deck is concerned.

Well heres a new question ive wondered if your commander is color(s)-A but has an effect or anything that has non color(s)-A symbols does that mean your deck may include non-color(s)-A colors or does it only allow mana cost color symbols to identify your decks color(s)

If your general is a creature like Memnarch (that is a colorless general,but it still have a blue activated ability),you'll have to use only blue cards in your deck (remember that a general cannot be FULL-COLORLESS,like Ulamog, the Infinite Gyre is). If your general is,instead,someone like Thelon of Havenwood ,you'll be able to use green and black cards.

Here's some more commander rules for you...
903.4c The back face of a double-faced card (see rule 711) is included when determining a card's color identity.Example: Civilized Scholar is the front of a double-faced card with mana cost 2U, Homicidal Brute is the back face of the card and has a red color inidicator. The card's color identity is blue and red.
903.5c A card can be included in a Commander deck only if every color in it's color identity is also found in the color identity of the deck's commander.
903.4 The Commander variant use color identity to determine what cards can be in a deck with certain commander. The color identity of a card is the color or colors of any mana symbols in that card's mana cost or rules text, plus any colors defined by its characteristic-defining abilities (see rule 604.3) or color indicator (see rule 204)Example: Bosh, Iron Golem is a legendary artifact creature with mana cost 8 and the ability "3R, sacrifice an artifact: Bosh, Iron Golem deals damage equal to the sacrificed artifact's converted mana cost to target creature or player." Bosh's color identity is Red.
TL;DR Some more rules information supporting earlier stuff, and thirdly, the answer to shift's new question. If I used (for instance) Bosh, Iron Golem as my commander, I would be able to to use cards with the color identity of 'colorless' and 'red'.

Unfortunately, no. Part of the card's color identity is black (as defined by the 'new' color identity rules since Innistrad and the transform cards came out).
