Does Double strike trigger abliltes twice? Like Cold-Eyed Selkie attacking alone with Rafiq of the Many on the board?

Yes.

First strike and double strike both create an additional combat damage step. First strike creatures deal their damage in the first strike damage step, while double strike creatures deal combat damage both in the first strike and regular damage steps, so a creature with double strike and a "Whenever this creature deals combat damage to a player" triggered ability (such as Markov Blademaster) will trigger its ability both times of it was unblocked
