I saw it in a merfolk deck build but what for?

Merfolk doesn't tend to play creatures after turn one or two, it pukes them off AEther Vial instead. Standstill forces the opponent to either A: counter Standstill or B: cry as they try to answer a threat and let the Merfolk player dig 4 cards for free for the counterspell. That's why fish runs it

with AEther Vial as your main source of putting merfolk on the field the only spells you'll have to cast from then on are counerspells to spells that already triggered the Standstill .

Standstill reminds of how a friend explained the game mechanics to me when I first started playing. "There are only two states of the game of Magic: when you're drawing cards and having a friggin' blast, and when you're NOT drawing cards and you're crying in the corner." Lol

Because when you go turn 1 AEther Vial , turn 2 Standstill you're having a good time.

Also, Mutavault lets merfolk continue putting threats on the board without cracking Standstill . Landstill is another cool deck that uses Standstill to fuel its hand while beating with Mishra's Factory .

this I asked http://tappedout.net/mtg-forum/legacy/jtms-in-merfolk/.

It's a great card draw mechanic, as stated by others, it's a penalty for them countering or even just playing 'bob'. It's not a 4 of, but 2-3 of in most lists and is just a tempo card.
