What pack/deck/anything should i buy to "up" my zombie token/shapeshifter deck?

Z-O-M-B-I-E... Whats that spell? RUN FOR YOUR LIFE i cant give any more of an explanation.
If you really have to buy the packs, definitely Dark Ascension is the way to go, because you get the zombie all stars like Gravecrawler, Geralf's Messenger, Diregraf Captain, Havengul Lich, etc. It is also better to buy in bulk with a big box to save money.

No I mean buy a booster box, if you can afford it. It is a bit risky but it usually pays off and you will get some good zombies, and others, that you can trade for the oens you need.

I would hold off on buying intro or event decks until you have a solid idea of how you want the deck to look. It is usually cheaper/better in the long run to buy the singles you need to make your customized deck work better than it is to continually augment your collection with preconstructed decks (which are usually underpowered for their price).
