Build Me a Mono-Blue Deck

Hi everyone. I believe that Mono-Blue is the weakest deck color in Standard right now. Blue just so happens to be my favourite color in MTG...Because it is such a challenge to build a competetive mono-blue deck, I am putting forth this challenge to see if it is possible to have a competetive deck in this single color.
I would love it if you ladies and gents would build a blue deck, and post it in the comments section. The deck can be any play-style as long as it is only comprised of only blue or colorless cards.
Please Submit all decks before March 25th. I will then choose three decks, which are my favourites, and I will share my choices on April 1st. You can also Upvote each deck and I will also post the results of the three decks that get the most +1's.

You could try something like this: Treasure, ARRRR. Blue has some really good controlling cards like a strong suite of counterspells, card draw and the usual blue goodness, plus the resilient Prognostic Sphinx. There's likely better cards for this deck though (such as Dig Through Time instead of Treasure Cruise)

If you look at Playing on a Budget on Gathering Magic's youtube page, there's a mono blue devotion deck that's worth checking out. it's an aggro deck that uses cheap efficient creatures to bash face.

Here's a Mono-Blue deck that I've been working on! It's still in the works, but I feel like it's worth posting here!

I haven't updated this deck in a while, but this was my mono-blue semi-budget deck that was hilarious to play and loads of fun to kill people with an Ornithopter

My apologies, but I forgot to mention that the deck must be Standard legal as well as being comprised of only Blue or Colorless cards.
