Yes, I am aware that her 2nd attack trigger will not work directly with her 1st attack trigger, as the creature put into play tapped and attacking isn't declared as an "attacker".
But it's still a very powerful combination. Though Kaalia of the Vast is still more powerful. Kaalia, Zenith Seeker is still relatively weak compared to both. Both Kaalia seek a go-wide strategy that has a lot of flexibility in terms of synergy. This version rewards players for doing just that; The wider you go, the bigger the payoff. Additionally, you get different rewards based upon what you build for, or are able to produce.
Yeah, Omniscience is right. These are two separate triggers, so if you order them to resolve like this:
- Library check
- Attacker check
You will get all the benefits. If the second ability read "Whenever an Angel you control attacks..." then the creature that ETBs off the first ability would not trigger the second.

Since Kaalia has a damage buff ability, you should scale down her stats as a natural 3/4 with flying seems way to strong.
For the second ability, I beleive the wording should be:
"When Kaalia attacks, you gain 2 life for each attacking angel (you control), each opponent loses 2 life for each attacking demon (you control) and Kaalia get +1/+0 for each attacking dragon (you control)."
I don't think you need ot state "you control" as the only time it's relevant is in 2HG. Additionally, with her dump ability, I would also recommend reducing the life gain/loss to 1 and having the life loss as target opponent. For one extra mana than OG Kaalia, you get a huge amout of extra bang for buck and I think it needs to be reeled in a little bit.

I'm pretty sure the two abilities do interact--the only thing that putting a creature into play tapped and attacking prevents is triggers on attack. They are still considered attacking creatures, they were just never declared as such.
