It was a colorless artifact, from brothers war, and it had some pay mana activated ability, and it also said opponents mill half their deck rounded down, I can't find it online for some reason, and I need it for my deck

Since this is posted in a Commander forum, I'd like to draw your attention to the Fraying Sanity + Fleet Swallower, if you were not already aware of this lethal combo. Looks like WOTC printed another tool for this now.

Fraying Sanity + Mesmeric Orb is one of my faves, and yeah there has been some good mill

Millstone would do it if their library had 4 cards in it.
In all seriousness though, you are probably thinking of Terisian Mindbreaker. It is the closest thing I could find to what you describe.
