Scion of the Ur-Dragon and Commander Damage.

Scenario: I control Scion of the Ur-Dragon , Conspiracy (Naming Dragons) and I activate Scion's ability and choose Ulamog, the Infinite Gyre for him to become.

My question is when I activate Scion of the Ur-Dragon 's ability, and he becomes Ulamog, the Infinite Gyre does damage dealt by Ulamog, the Infinite Gyre count towards the 21 Commander damage rule?

General-ness is a property of the card itself, not the qualities of that card. Even when Scion of the Ur-Dragon becomes a copy of something else, it is still a general. Its damage will still count as general damage.

Although you could just choose Dragon Tyrant , play a land, pump x5 and win with just about no prior set up needed, assuming you have an opponent who can't block flying.

Or better yet there's the Molten Skittles combo to consider.

Use his ability then respond with his ability so there's 2x on the stack. Find Moltensteel Dragon and pay 12 life or 6 mana. Then let the second ability resolve and find Skithiryx, the Blight Dragon hit for 10 infect. Anywhere from 4-10 mana wins you the game depending on how much life you are paying with. Works with any of the pump dragons but Moltensteel Dragon is used because you can pay life instead.
