Budoka Gardener as a general?

My buddy want to use Budoka Gardener as a general for EDH, but were not exactly sure on the rules for a card like this. Would he even be playable as a general?

Also, the only legend close to his ability is Patron of the Moon , so ask him if he likes that for a commander. :)

As mstancea said, generals must be legendary creatures in their default state. That means unflipped and front face up.
Budoka Gardener in its default state is not a legendary creature. However, EDH is first and foremost a playgroup-oriented format. If your friends are ok with Budoka Gardener as a general, then you can make a house rule to allow it in your group.

Like epochalyptic said EDH is a social, if nobody has a problem with it you can use it. any other time, Azusa, Lost but Seeking could make a great sub in general. I feel like their decks would be similar.I know the gardener is in my Azusa deck. so if a group allowed it you could just swap the two.

My playgroup allows flip legends - it's up to your discretion, really.

He decided he would just make 2 EDH decks, a Jarad for a serious game, and a budoka gardener EDH for casual. I bet he would really dig Azusa, Lost but Seeking as a commander.

So the rule with flip cards is that they have to be a legendary creature on the side that enters normally. So Rune-Tail, Kitsune Ascendant is allowed, even though he practically flips automatically in every commander game, but Budoka Gardener would not be allowed because he is not legendary when he enters.
