Need help determining if this deck is bracket 4

Just finished building this deck and I'm hoping to proxy it soon. I'm mainly looking for suggestions, as I'm slightly concerned about the mana base but I've never played such a cheap deck before so I'm not sure if it'll be an issue.
Alongside that I was wondering if there's anything I should cut out or replace with something cheaper, like a cheaper boardwipe than damnation?

I figured out your linked deck takes us to a different deck with the same name and I was so confused. Clicking on your profile and then on YOUR deck with the same name takes us to yours. I'm also confused about your definition of "cheap" haha, unless you're talking about the CMC. I don't know much about Kess decks but at first glance your mana base looks fine to me other then maybe could use a few more blue sources.

When two decks have the same name, the older one will be the default link. Dissident Storm is the one you want checked out?

Sorry about that, it should be fixed now lol.
By cheap I meant the CMC and I'm just looking for improvements to the deck if anyone has any suggestions.
