goat tribes without the primal Goat? Zodiac Goat
You can play some of the Kirin creature type too, they're kinda Weeaboo Goat Alabaster Kirin
Also Anafenza, the Foremost , big goat on the illustration, can't pass on that (maybe even a better commander if you wanna go on full goat Theme)

I like the goat idea but goat tokens have only ever been white 0/1 goats. as in Trading Post, Springjack Shepherd and Springjack Pasture
As such it could be flavourful to keep this flavours.
Also mountain walk has been a common goat ability (Colos Yearling, Mountain Goat and Zodiac Goat). And I would love the rules text:
"goats you control have protection from Goatnapper" (yes a real card)
