Whenever you attack, target attacking Vampire that isn't a Demon becomes a Demon in addition to its other types. It gains "When this creature dies, draw a card and create a tapped 4/3 white and black Vampire Demon creature token with flying."

Yeah, I did the same math, and that 17-cent restriction was too tight. Those commanders I mentioned, Tazri and Garth, are the only two generalist five-color legendary creatures that even came close to fitting, and only 52 cards work at all. Even loosening to twenty cents a card only gets 83 different cards.
The other two main options, General Tazri and Azlask, the Swelling Scourge, have deck building requirements that make them barely one step above vanillas. Kasla, the Broken Halo is the only other mythic rare Ally under 30¢, and the 30¢ colorless creature options are Heart of Kiran (kinda) and Oblivion Sower. Again, that's almost double the average card price.
And the commander has to be five colors in the $10 mythic deck. Even in three colors, there aren't enough cards in any color combination to fill the deck. Temur has 23 cards, Naya and Bant each have 20 cards, and it goes down from there. Four-color options are all too expensive.
On top of General Tazri and Azlask not doing anything, a lot of the cards that fit the requirements don't do much--that's why it's just five-color stuff. It's mostly legendary creatures from here. Admiral Beckett Brass only supports Dire Fleet Ravager and Admiral Brass, Unsinkable, and Clavileno, First of the Blessed only supports himself.

I'll point out that I do use it one deck: Blood Sucking Demons, because of the synergy (I do want my things to die.. on certain conditions). Clavileno, First of the Blessed
Glancing at your 2 decks, I don't think you need it.

Fraying Omnipotence is better in my opinion. I run it in my Clavileno, First of the Blessed deck paired with Bloodletter of Aclazotz.
Aside from that I'm sure there are better options to choose from for you. :)

- I have Clavileno, First of the Blessed on the battlefield.
- I also have Conspiracy on the battlefield, choosing Vampire.
- I take control of an opponent’s non-Vampire creature (somehow).
- I attack with that creature that is a Vampire under my control due to Conspiracy.
- Clavileno triggers, making that creature a demon and giving it a death-trigger-ability.
- My opponent regains control of that creature.
Not being under my control anymore, that creature is not a vampire anymore. Is it still a demon, and does it still have the gained death-trigger-ability?
If yes, and if it dies, do who draws the card and creates the token? I guess my opponent, is correct?

Vessiliana try out Clavileno, First of the Blessed. Remarkably cheap card that is outright busted in Edgar EDH. Charismatic Conqueror, Bloodletter of Aclazotz and Master of Dark Rites are also eye-catching.
