ok lets say my opponent has Wooded Foothills on the field he goes to fetch pay 1 sac in response i play Shadow of Doubt would the Wooded Foothills go to the grave and he cant fetch or would it stay on the field and nothing happens?

A fetchland has a normal activated ability that will go on the stack and you can respond with Shadow of Doubt. Once the Wooded Foothills resolves you can't search your library due to Shadow of Doubt which resolved first; you lose 1 life and then you shuffle your library. The Wooded Foothills ends up in your graveyard.

Note that Wooded Foothills goes to the graveyard first, before anything happens, as sacrificing the land is part of the cost to activate its fetch ability, as is its controller losing 1 life. Wooded Foothills will not return to the battlefield if the controller can't search the library or the ability itself is countered (Stifle).

And like normal, any ability or spell on the stack can be responded to before resolving (except split-second).

You can cast Shadow of Doubt in response to the ability being activated, and the controller of the Fetch Land will not be able to fetch for any land as a result. They will end up losing their Wooded Foothills and losing 1 life for no gain.
