I have 3 x Plains I play Figure of Destiny. Am I right in assuming I can activate Figure of Destiny's first ability and make it a 2/2 kithkin spirit? Next turn I play say another Plains Can I then use the second ability to make it a 4/4 Kithkin Spirit Warrior and so on? likewise if my opponent had a Meekstone can I use the first ability to make it 2/2 again.

Yes, that is how Figure of Destiny works. You can activate his abilities at any time that you have priority and can pay the cost. I have never thought of powering him down before, but there is nothing to stop you from doing that.
