Sharpnel blast?

So I was playing at a tournament today and my opponent went to blow up an artifact creature. Am I able to respond to shrapnel blast or does the additional sac cost prevent me from doing so?

I'm not quite sure what you are asking here, but yes, you can respond to your opponent casting Shrapnel Blast , but whatever artifact they sacrificed as an additional cost will be gone before you can do so.

so does that mean I will still be hit for 5 damage or can I respond to the sacrifice with a Hero's Downfall . Or what if I respond with Devour Flesh ?

Just like you can't destroy whatever mana source(s) they used to pay for the spell to retroactively prevent them from casting it, you can't destroy the artifact they are sacrificing retroactively. It is part of the cost of casting the spell. You won't be able to make any responses until they pass priority, which won't be until after the spell is cast (any targets will have been selected and costs have been paid at that point).

So lets say they activate Shrapnel Blast . Before they've cast it, they've already sacrificed their artifact. Lets say they target your creature "A". While Shrapnel Blast is on the stack, if you cast Hero's Downfall on "A" that will go to the top of the stack.

First, Hero's Downfall destroys "A". Then Shrapnel Blast has lost its target, and (by the rules of the game) it is countered.

You can't however ever use something like Hero's Downfall to kill a cards costs, as the cost is paid before the spell is cast.

Alright lets say you Shrapnel Blast my creature, can I bounce my creature in response? Or give it hexproof? Or am I just screwed either way?

Yes. Shrapnel Blast doesn't deal damage until it resolves. You can respond to it before then to make the target illegal or otherwise save the target.

What im confused about is why I cant kill off their creature "in response" to them sacking it

First, costs don't use the stack. You can't respond to somebody paying a cost because you can only respond to things that use the stack.

Second, no player has priority during the casting process. Once a player announces a spell, the spell is put onto the stack and all players lose priority. Priority is only given back to players after the casting process is complete. Because one of the steps of the casting process is the payment of costs, players are not able to preempt cost payments by waiting until a spell is announced and then attempting to take an action that would change how that spell's costs are paid. By the time players receive priority again, the costs have already been paid. Any sacrifices made as part of the payment process will already be complete.
