Relentless Rats/Shadowborn Apostle and Colour Identity

So this is a purely hypothetical question as I have zero intention of building this in real life but one day I was daydreaming while at work and had a thought. The wording on each of the above mentioned cards reads as "A deck can have any number of cards named x". Does this permission override the colour restriction of the EDH format? Ie. Can I put them in a jank deck with Kynaios and Tiro of Meletis?

The closest ruling I saw says on Shadowborn Apostle that the ability doesn't allow you to ignore format legality. To me that means you can't use it if it's banned or restricted in a format but does that apply here? Any thoughts on this silly situation?

Their abilities only override the number of copies rules. anything else still applies, be it color identity, bans, etc etc
