Rakdos lord of riots feat. Bolas's citadel

Bolas's Citadel states that i may play cards from the top of my library paying their costs with life, the question is, would Rakdos, Lord of Riots ability diminish the life cost? i'm guessing no, since it's "converted mana cost" in the text but, a friend says it does. Want rullings if possible, thx.

You are correct. The converted mana cost of an object is static, and does not change even if the casting cost of the card changes due to a modifier.

Rule 202.3: The converted mana cost of an object is a number equal to the total amount of mana in its mana cost, regardless of color.

The only times the CMC of a card can change are:

  • Spells with X treat X as 0 for CMC purposes anywhere other than the stack. On the stack, the CMC treats X as whatever value was chosen for X. (Which is not relevant for Bolas' Citadel, since you have to choose X=0 with Citadel).

  • Split cards have a CMC equal to the total cost of both spells in any zone other than the stack. When on the stack, their CMC is equal to the half of the card being cast (or the total of both halves if the Fuse has been used to cast both cards).
