Does Mindcrank's ability to "that player puts that many cards from the top of library into his or her graveyard," trigger discard abilities, like Waste Not's? Considering Mindcrank doesn't actually say "that player discards """"""""""""

No, to discard means to take it from your hand and put it into your graveyard. Putting a card from the library straight to the graveyard is unofficially known as "milling". Mindcrank will not trigger discard effects like that from Megrim or Waste Not.
701.7a To discard a card, move it from its owners hand to that players graveyard.
