Priority Question. Surgical Extraction on my end step.

Let's say I'm playing a burn player, and I decide to pass turn, and on my end step he casts a Lightning Bolt to my face. I know I can respond to the bolt, however it means nothing for Surgical Extraction as Lightning Bolt is yet to be in the graveyard. Once Lightning Bolt has resolved, do I still retain priority to cast Surgical Extraction by paying two life? So I can try to remove all of the Lightning Bolts from his hand and deck. The reason for playing it on my end step is to try and catch whatever Lightning Bolt he may have in his hand. If I wait until his upkeep, he can cast it in response.

Steps and phases don't advance until each player has passed priority in succession over an empty stack. You will receive priority on your endstep after the Lightning Bolt resolves. At this point you can cast Surgical Extraction if you want to. No matter when you cast the extraction though, your opponent can respond to it if they have the mana to pay for a spell.
