Preeminent Captain and Devotion

Board: I control a Vanguard of Brimaz , an Athreos, God of Passage , and a Preeminent Captain .

I'm wondering, does Preeminent Captain's attacking trigger resolves early enough in the declare attackers phase for me to declare Athreos as an attacker as well if I put another Vanguard of Brimaz into play with it, for example (therefore having enough devotion to turn Athreos into a creature)?

No, that wouldn't work. You declare all of your attackers simultaneously at the beginning of the Declare Attackers step. Then, once the Preeminent Captain has been announced as an attacker, it lets you put an extra Solider onto the battlefield tapped and attacking. You cannot declare more attackers at this point (you've already declared your attackers for the combat), so in this instance Athreos, God of Passage would not be able to attack.
