If I exile a card with Intet, the Dreamer can I play it whenever I want? Instant speed or as extra land drops?

Abilities that allow you to cast cards only ignore timing restrictions if the cards are cast during the resolution of that ability or if the ability explicitly states that certain restrictions do not apply.
Intet, the Dreamer's ability just creates a duration for which you may cast those cards; it doesn't do any of the two things mentioned above. Therefore, timing restrictions still apply.

Yes; it instructs you to cast the card (or not) during the ability's resolution, so timing restrictions are necessarily ignored.

As stated on the card itself, you may cast the cards for as long as Intet remains in play. However, timing restrictions for those spells on cards still apply. You may only cast sorceries on your main phase when the stack is empty, etc.
