Once the stack starts resolving, does it have to resolve completely before someone casts another spell?

Let's say I have two cards in hand: Surrak Dragonclaw (keywords: flash and power > 4) and Stubborn Denial. My board has enough lands to play them both, but no creatures (no ferocious for Stubborn Denial). If my opponent casts a noncreature spell, can I cast Surrak Dragonclaw, wait for him to resolve, then throw Stubborn Denial on top of my opponent's spell to counter it?

The stack does not resolve. Individual objects on the stack resolve one at a time.

In order to resolve the topmost object on the stack, all players must pass priority in succession without adding anything to the stack. Once this happens, the topmost object on the stack resolves. You then repeat this process to resolve the next object.

So you can resolve Surrak Dragonclaw, then cast Stubborn Denial in response to your opponent's spell.

Note that you could actually cast Stubborn Denial, retain priority, and cast Surrak Dragonclaw. Stubborn Denial only checks ferocious when it resolves.

Oh okay. I was getting ferocious mixed up with the cards that checked for dragons as they were cast, such as Draconic Roar. Thanks for the answer!
