new card:sorceries at instant speed

so if i target a sorcery with mission briefing on my opponents turn can i cast it. i cant [[]] the card because it has just been spoiled so here is a link instead

No, this card does not allow you to circumvent timing restriction such as casting sorceries when you normally cannot. Additionally, you must follow all other restrictions the card you are casting has.

Mission briefing only grants you permission to cast something from a place you normally can't (the graveyard). It is a Snapcaster Mage, but with surveil 2 instead of a 2/1 body.

Regarding timing restrictions, it does act like Snapcaster Mage, but it is worth noting that there are some differences. Mission Briefing allows you to cast the card, while Snapcaster Mage gives the card flashback, which is itself an alternative cost. This difference means if you choose Force of Will with Mission Briefing you would be able to pay the alternative cost of 1 life and exiling a blue card from your hand to cast it from the graveyard while Snapcaster Mage would still require you to pay .

If Mission Briefing read "You may cast that card." rather than "You may cast that card this turn." it would mean you cast it during the resolution of Mission Briefing rather than at any point later that turn, which would actually allow you to ignore timing restrictions, but as it is written, it does not.
