Mizzix experience counter increase with X spells

Hello,

Would one of you super awesome dudes cite the rules that clarify Mizzix of the Izmagnus experience counter increase with X spell costs? We were stumped on the table tonight whether it bumped or not for X spells. It's clear by the rulings that the x does NOT bump before the spell resolves, which makes sense.

I believe if he has 4 experience counters I can cast for example Blaze for R, X=4, and the casting cost = 5, thus giving Mizzix an experience counter after the spell resolves.

I think the key here is understanding what "cast" means in the cards wording. The CMC of a spell is technically 1 red, and x=0, but since the spell is "Cast" for 5, and the spell is CMC=5 on the stack, the 5 is greater than 4, and thus he gets the counter.

Does that make sense? I've found a few examples on forums about this, but no official ruling that was clear to me.

When you cast Blaze with 4 experience counters on Mizzix of the Izmagnus you can choose X=0 and pay for it. the result will be no experience counters being gained as the CMC will be 1, and 0 damage being dealt to the targeted creature or player. The next interesting option is choosing X=4 and paying for it. The result for that will be gaining 1 experience counter as the CMC will be 5, and 4 damage being dealt to the targeted creature or player. The mana cost of the spell is different, and so the converted mana cost is also different, but the total cost is the same because the cost reduction brings the second scenario down to the same total cost as the first scenario.

Ok so to clarify a ruling about the CMC of X spells: In every zone except the Stack, X=0. This means that Blaze has a CMC of 1 when it's in your hand, but once you cast it and it goes on the stack, the CMC because 1 + X. So, if you pay 5 mana for it, the CMC is 5 when it's on the stack.

Thus, since the CMC is 5 when you cast the spell, you will gain 1 experience counter if you previously had 4 or less.

To clarify further since we're also dealing with an effect that reduces the cost to cast a spell: The value of X isn't about how much mana you actually end up paying. All that matters is what value you specifically choose for X as you start to cast the spell. How much you pay gets calculated later in the process.
