How would Notion Thief interact with Leovold, Emissary of Trest? Would you get the draw from Notion Thief or would Leovold just counter the draw?

Leovold, Emissary of Trest changes the rules such that opponents can't draw more than one card each turn.
Notion Thief creates a replacement effect that applies to any card an opponent would draw other than the first card he or she draws in his or her own draw step.
Remember also that if an event is replaced, the original event doesn't occur.
You end up with a weird situation in which the following rules are true:
Let's say you have a three-player game with Players A, B, and C. C controls both Notion Thief and Leovold, Emissary of Trest.
A's turn begins. A draws a card during his draw step. Because this is the first card he drew this turn Leovold, Emissary of Trest's ability won't prevent it. Because it's also the first card he drew in his own draw step, Notion Thief's replacement effect can't apply to it.
Then, during his main phase, A casts Ponder. Leovold, Emissary of Trest's ability prevents the draw because A already drew a card this turn. Because the draw doesn't happen Notion Thief's replacement effect has nothing to apply to. All A will get to do is look at the top three cards of his library and (optionally) put them on the bottom of his library.
A then casts a creature, which B counters with Bone to Ash. Because B hasn't drawn a card yet this turn, Leovold, Emissary of Trest allows the draw to occur. However, because B is drawing a card outside of her draw step, Notion Thief's replacement effect applies. B's draw will be replaced with C drawing a card.
