Hangarback Walker + Hardened Scales + Reanimation Spell?

Quick question about all this. Say I have Hardened Scales on the battlefield, Hangarback Walker in graveyard, and a reanimation spell in hand (Ojutai's Command's first effect). So if I bring back Hangarback Wakler with that first effect, it would ETB with 0 counters, or would hardened scales make that 1 counter therefore making it live?

I mean Hangarback Walker says "enters the battlefield with X +1/+1 counters on it", so having out Hardened Scales (which would make it 0+1) would leave it hanging on the battlefield, right?
