Hall of Gemstone interaction with Holdout Settlement

Can i still tap the activated ability and produce any color by tapping a creature?

You can still activate the second ability, and you will have to tap a creature to activate it, but you will only get the color you chose for Hall of Gemstone.

Keep in mind that the first ability will always produce colorless mana, as only abilities that produce colored mana are affected.

BlueScope can you site your source? A rule # or something. Because if we read the card it says nothing about activated abilities for lands.

Hall of Gemstone's oracle text now reads:

At the beginning of each player's upkeep, that player chooses a color. Until end of turn, lands tapped for mana produce mana of the chosen color instead of any other color.

The effect overwrites any and all colored mana production (from tapping lands) until the end of turn. It doesn't change activation costs, so you would still need to tap a creature to use Holdout Settlement's second ability, but it would only produce the color specified by Hall of Gemstone's ability. Because colorless is not a color, abilities that produce colorless mana still produce colorless mana.
