Fury of the Horde with Double Cards

Can I remove alone Response / Resurgence to cast Fury of the Horde rather then remove 2 Cards, because this Cards contains 2 Cards in one?

According to the comprehensive rules split cards are only one card.
708.2. Although split cards have two castable halves, each split card is only one card. For example, a player who has drawn or discarded a split card has drawn or discarded one card, not two.

Nope, each split card it's just one card. Yes, it has two possible spells, but it's just one card. You'd need to exile another card along with Response / Resurgence to cast Fury of the Horde.
