Free Shrieking drake from vizier and reducer?

So if I have a Semblance Anvil with a creature under it, and a Vizier of the menagerie in play and a Shrieking Drake in hand. Can I cast the Shrieking drake for free?

No. The Anvil doesn’t provide you with mana, it only reduces the cost of the appropriate spell by 2 generic mana. Shrieking Drake would cost to cast still.
