Does the Modular Mechanic From Arcbound Reclaimer Combo With Phyrexian Rebirth?

Assuming Arcbound Reclaimer was already in play and I subsequently played Phyrexian Rebirth, would the resulting "colorless Horror artifact creature" receive any of Arcbound Reclaimer's +1/+1 counters?

Furthermore, does anyone know of anything similar to the modular mechanic that distributes +1/+1 counters to artifact creatures?

Yes it will. The Modular trigger doesn't go on the stack until Phyrexian Rebirth has resolved. At this point, the created token will be able to have the counters placed on it.
