Does Reinforce trigger Heroic?

If I use the reinforce ability on a Morningtide card (ex. Brighthearth Banneret) targeting a creature with heroic (ex. Setessan Oathsworn), does that trigger the heroic ability? Does it count as "casting a spell" or not?

No. Reinforce is an activated ability of the card that is used from the hand. Activated abilities are always worded "Cost: Effect", and Reinforce is worded that exact way. Likewise, Bloodrush on things like Ghor-Clan Rampager would also not trigger Heroic because you're using an ability, not casting a spell.
