Does exhaustion stack

If I cast an Exhaustion targeting my opponent and then I cast another targeting the same opponent how many untap steps would he have to wait to untap

It does not stack. Each copy of Exhaustion will refer to the same untap step (the next one). No matter how many triggers or replacement effects are in effect at the begging of that players "next" untap step, "next" will never refer to any untap step beyond the next one.

For clarity if you are skipping the next of something then the effects stack. IF there are instructions for the next time something happens they all of those instructions refer to the same one.

The way I worded this may be a little awkward. The point I am trying to get across is that Exhaustion says that creatures and lands don't untap during the next untap step. Two cast on the same turn will refer to the same untap that things are not untapping on. Blinding Angel instructs a player damaged by it to skip their next combat phase. If two damage a player on the same turn that player will skip two combats.
