Curse of echos and cyclonic rift

If I have curse of echos on me and I cast cyclonic rift, do my opponents copy the spell but cannot target permanents I control?

Your opponents may chose any new legal target as if they were playing their own copy of the spell; they may target your creatures.

This is from the Gatherer page for Echoes:

  • Each copy will have the same targets as the spell its copying unless its controller chooses new ones. That player may change any number of the targets, including all of them or none of them. If, for one of the targets, that player cant choose a new legal target, then it remains unchanged (even if the current target is illegal).

As the opponent is the controller of the copy they may target any any nonland permanent they don't control, or the original target you chose. If the original target is something they control their copy will be countered when it tries to resolve because the target is illegal.

If you overload Cyclonic Rift the copies will also be overloaded and the end result (assuming at least one player chooses to copy it) will be all nonland permanents being returned to their owner's hands.
