Can you cast a spell off the first +1 of Chandra, Torch of Defiance while your opponent controls Teferi, Mage of Zhalfir

I'm not exactly sure how this works. Chandra, Torch of Defiance allows you to exile the top card of your library and play that card this turn. What I'm wondering is whether you'd be casting that spell at a time you could cast a sorcery. The +1 happens on your turn, during a main phase, so that's not a problem, but I don't know whether the stack is empty. Does Chandra's +1 ability finish resolving before the spell is cast, or are you technically casting the spell with the +1 still on the stack?

Second question: Is the interaction different with Chandra, Pyromaster, since her 0 ability doesn't have to check whether you cast the spell or not.

Torch of Defiance allows you to cast the spell as part of the resolution of the ability. You cannot normally cast a sorcery while something is resolving so Teferi does not allow the spell to be cast. Pyromaster allows you to cast the spell anytime on the turn the ability resolves. So you can wait until the stack is empty and then cast it and be unaffected by Teferi.
