Can I play Torrential Gearhulk to Overload cast Cyclonic Rift

No, both "casting without paying a mana cost" and Overload are both alternative costs. You cannot pay more than 1 alternative costs for a spell. Torrential Gearhulk will only allow you to play single target version of Cyclonic Rift .

No, this will not work.

From the rulings on Torrential Gearhulk :

• If you cast a card “without paying its mana cost,” you can’t choose to cast it for any alternative costs, such as emerge costs. You can, however, pay additional costs. If the card has any mandatory additional costs, such as that of Incendiary Sabotage, you must pay those to cast the card. (2016-09-20)

Overload is an alternative cost. You can't choose to Overload Cyclonic Rift if you're casting it "without paying its mana cost" via the Gearhulk.
