Can I immediately cast the spell I drew off of Fevered Visions.

Say I have a copy of Fevered Visions on the battlefield. And I say "move to end step", Fevered Visions goes on the stack once the opponents allows the end step to begin. Say I draw Fiery Temper off of the Fevered Visions' trigger. Can I THEN cast the Fiery Temper during the end step after the Fevered Visions ability resolves?

This came up in one of my friend's games and they believe they CAN cast it. I agreed but would like to make sure.

That is correct. During the End Step, Fevered Visions will trigger. While the trigger is on the stack, the active player will receive priority to cast spells and activate abilities at instant speed. Once priority is passed between both (or all if multiplayer), the trigger resolves, and the active player will draw a card - dealing damage if it's an opponent with 4 or more cards in hand. After the resolution of the ability, the active player then AGAIN gets priority to cast spells and activate abilities at instant speed. If the active player happened to draw a Fiery Temper or any other instant, they may play it now while they have priority.

Remember, steps and phases do NOT end until both (or all) players pass priority while the stack is empty. Doing so while the stack has spells and/or abilities simply resolves the topmost thing on the stack. This process is how the turns of Magic stay in motion, and it is an important part of the game that is often skipped when teaching players how to play.

In addition, (since I'm not sure whether Fiery Temper was chosen as an example intentionally) you could not only cast it during your end step, but also during your cleanup step if you discard the card for having more than your allowed hand size. This is possible only because of the Madness ability, as players don't normally get priority during the cleanup step.
