Aftermath and the stack

If I have Leyline of Anticipation on the field and cast Comply from Failure / Comply naming the card on the stack, would it counter it?

This does not work because the spell you name has already been cast when you cast comply in response. It doesn't prevent the spell from resolving when it's already on the stack, only from being cast.

No, once a card is on the stack, it's already been cast, so Comply won't have any affect on it:

"601.2. To cast a spell is to take it from where it is (usually the hand), put it on the stack, and pay its costs, so that it will eventually resolve and have its effect."

I don't think it would since the named card has already been cast, and is therefore already on the stack. Comply explicitly states "your opponent can't CAST spells with the chosen name", but your opponent already casted the named spell so it still resolves.
