Legend rule only require you to sac one. Always sac sharuum to legend rule then trigger goes onto the stack targetting sharuum, respond to the trigger sac the metamorph for mill/mana. Sharuum comes back then bring metamorph back repeat

There isn't a good replacement for Timetwister, combo wise Memory's Journey does the same; refill wise you can use Windfall/Wheel of Fortune/Day's Undoing for budget.

Any tutor can replace Imperial Seal: Sterling Grove, Diabolic Intent, Wishclaw Talisman, Scheming Symmetry.

I think it's fine, you can start play test it. You might run into mana problem, but if your group is not competitive your will have a lot of breathing room. After all it's about what is most fun for you. Competitive and winning are my objectives, so I can only give you advice on what makes the deck good or synergies that can work better, but not what makes you feel more fun

It's better to be more focused. You can always run it for fun, but I doubt you can win off it. You still need more lands, play test some so you know what you are lacking.

Sunforger is very strong but your deck lacks creatures to equip and you don't have enough red or white instants. I run it in my zurgo deck with 17 red/white instants, I wouldn't run it unless you have around 12 targets to search for.

Mana rock wise it depends on the money you want to spend and the quality of the rocks. You should get all the colored 2 cmc rocks, for 3 cmc or more I recommand Victory Chimes, Coalition Relic, Chromatic Lantern, try to get at least 12 or more.

They are actually liable win cons with Sensei's Divining Top + Kykar, Wind's Fury or Helm of Awakening. If you add enough mana rocks and Isochron Scepter + Dramatic Reversal combo, then Perpetual Timepiece you mill all your deck (I prefer Codex Shredder because it is cheaper and can mess opponents' library too)

Personally don't think it's a good card especially your deck is not a stax build. It costs a lot, you may play top until you hit a land/creature unless you can get rid of it some how, it doesn't win you the game, and since it's resource denial that drags on the game you will probably be focused until it's gone, but if that's something you want to have fun with I would say just try it out. However you definitely need a lot of mana and cards to support it

If that's the case I recommend at least 30 artifacts. Unwinding clock is pretty useless when you only have 7 mana rocks, try total of 12~15 before you include that. Or at least put Urza in because he can tap any artifacts for mana and his ability helps you shuffle the deck if you don't like your top.

March of the Machines, The Antiquities War: It's for heavy artifact theme, you don't have that many and they aren't that good. Storm the Vault: Personally don't think it's a good card Leyline of Anticipation: Good card but it is much less useful in your deck. It is helpful if you are permanent based or you are a control deck with many non-instant answer (stax or enchantment control)

The Antiquities War,Thousand-Year Storm: They are good only if it fits the theme.

The main problem of your deck sort of fall in "balanced" mixture of artifact, enchantment, instant, and sorcery spells. So a card that supports only a particular type is suboptimal and can be replaced.

I would recommand you run more artifact ramps, cheap picks are the talismans and few decent 3 cmc rocks. It really depends what playstyle/win con you want and be more focus and support that idea. For example, I am a control player so I run Counterbalance with many counterspells and answers with a couple stax pieces that I can flash out with the commander; my win cons are top + aetherflux or isochron-dramatic combos, the rest of the deck is support to achieve that game plan with speed and consistency.

I can help you better if you can more precisely define what you want the deck to be or cards you want to play to win.
