would Legacy Weapon satisfy Spirit of Resistance 's requirement of colored permanents in an EDH game?

Is there a difference between color identity and a permanents color?

Specifically: color is defined by a card's mana cost and/or color indicator symbol (the colored dot in the type-line of Dryad Arbor , Ravager of the Fells Flip , etc.). Color identity is defined by all mana symbols and color indicators anywhere on the card.

Legacy Weapon is colorless, and in EDH, your commander would need to be all five colors in order for you to play it. Spirit of Resistance will not count Legacy Weapon.
