Winota + Legion Loyalist

Can I stack the triggers of Legion Loyalist and Winota, Joiner of Forces such that I first (potentially) put enough creatures on the board for Battalion to trigger?

No.

Creatures put onto the battlefield attacking never "attacked" for the purposes of triggers. All attack triggers are checked after the turn based action of declaring attackers on the Declare Attackers step of combat. If an attack trigger did not trigger at this point, it will not check again until the next combat.
