When targeted abilities and redirects?

Here is my dilemma, My opponent cast some target spell on my Thunderbreak Regent, in response, I cast Mizzium Meddler, my opponent would still be damaged from Thunderbreak Regent, right? I'm just a little fuzzy on the whole, "when declared targets" thing. I thought it was when cast, but I have been told otherwise when referring to a situation like this.

Forgot the second part of this question, sorry!

Outside of Standard, if I have Thunderbreak Regent and some other dragon, and I swapped the target to the other dragon with like Redirect, would it then be 6 damage?

Here's what happens:

1) spell is cast that targets Thunderbreak Regent.

2) Regent's ability triggers immediately from being targeted as the spell is being cast.

3) You may respond with Mizzium Meddler and change the target. This resolves.

4) Regent's ability resolves and hurts the opponent.

5) opponent's spell resolves, now targeting the Meddler ( as long as he is a legal target for said spell. If Plummet was cast, the target would be unchanged as he does not have flying.)

Same thing with Redirect. The Regent is targeted first, then a second dragon can be chosen as a new target, thus dealing 6 damage. 3 from each triggered ability.
