What happens when I Bounce Planeswalkers

If I used Venser, the Sojourner to bounce another planeswalker, would they have their starting loyalty counters, or the number of counters they had when they were bounced?
For Example
I have Gideon Jura , he's at 2 counters. I roll Venser up, exiling him and returning him at the end step. When Gideon returns, would he have 2 counters or 6? Also, during the end step, would I be able to use one of Gideon's abilities?
For Example, I roll Gideon Jura up, forcing the enemy to attack, then I bounce him with Venser. Once Gideon returns, would I then be able to roll him down killing a tapped creature?

Rulings for both parts:
"306.5b A planeswalker is treated as if its text box included, "This permanent enters the battlefield with a number of loyalty counters on it equal to its printed loyalty number." This ability creates a replacement effect"
"306.5d Each planeswalker has a number of loyalty abilities, which are activated abilities with loyalty symbols in their costs. Loyalty abilities follow special rules: A player may activate a loyalty ability of a permanent he or she controls any time he or she has priority and the stack is empty during a main phase of his or her turn, but only if none of that permanent's loyalty abilities have been activated that turn."

Another question: If I Cloudshift it instead, would I be able to use it's ability again?

Yes Cloudshift does the same thing as Venser just you dont have to wait till the end step so you could use the ability multiple times for each Cloudshift .

He will return with his starting loyalty counters because when he leaves and comes back, he comes back as a whole new permanent so any loyalty points spent are no longer tied to an existing permanent. But you cant use his abilities at end step because you can only use a planeswalker ability during your main phase at sorcery speed.
