What happens when a creature gets -x/-x and comes back?

Two scenarios. First, my opponent gives a creature I control -X/-X until end of turn with an effect like Death Wind . That creature dies horribly. Then, say Grave Betrayal or Endless Obedience brings it back to their side on the same time. Does the creature still have the debuff?

Second scenario: Bile Blight on, say, your average Grizzly Bears. Again, Grave Betrayal brings it back. Does it still die since the text of Bile Blight specifies "creatures with the same name"?

Nope and nope. When a creature moves to another zone and comes back with something like Grave Betrayal or Cloudshift , it has no memory of its previous existence. Buffs or debuffs would disappear.

There are two significant rules here.

First, when an object changes zones, it becomes a new object with no connection to its previous iterations in any zones. When your creature returns after dying to Death Wind , it will no longer have the -X/-X effect on it.

Second, that rule and one other rule apply to the second scenario. When Bile Blight resolves, it applies its effect to the relevant creatures. Creatures that enter the battlefield after Bile Blight resolves will not be affected because the set of affected creature was determined when Bile Blight resolves. Therefore, creatures entering the battlefield later in the turn will be safe.
