It counts as Basic land, doesnt it? Using something like Evolving Wilds or Ruin in Their Wake will work with it, no?

It will work. Wastes cannot be fetched by something like Perilous Forays because it lacks a basic land type, even though it is a basic land. Evolving Wilds and the like look for the supertype Basic, while Forays looks for the land subtype Plains, Island, Swamp, Mountain, or Forest.
